The purpose of this report is to identify the impacts of Canada’s product registration system on companies operating in the animal health products industry in Canada and to design an alternative optimum system.

The first stage of this project estimated the economic cost of the current system to companies operating in the animal health products industry in Canada using a model similar to the RIAS Inc. impact model.  The second stage involved designing an optimum system which was accomplished through conducting a focus group session with key members of the government and industry and by completing a thorough review of agricultural product approval systems in other countries.
